Todavia no esta definido el procedimiento para realizar esta operacion. Por ahora la idea que mas se acepta es la de llenar el formulario directamente en la pagina, imprimirla, firmarla y presentarla ante quien corresponda.  Lo importante es poder confirmar la verdadera identidad del usuario a crear y la empresa a la que pertenece para mantener la privacidad de los slots solicitados//autorizados//rechazados.

• Página Web de carácter primeramente operativo y en segunda instancia informativo de las tareas de asignación de slots en Argentina

Hablado en reiteradas oportunidades, la idea fue analizar como incide la solicitud de Slot (formulario) desde el punto de vista del personal en los aspectos vinculados a la información necesaria para el desarrollo de las tareas así como también hacer uso de nuestro criterio en caso de ser usuarios del sistema para vislumbrar flaquezas o problemáticas del mismo, arrojó las siguientes conclusiones.

Solicitud:

• Que los datos propuestos en las planillas posteadas poseen información necesaria y suficiente para el normal desarrollo de nuestra actividad.
• Respecto de las SCR no posee campo de compañía operadora en caso de alquiler de equipo, ni es especifica en el tipo de operación (pax, combi, freigther, ferry) esencial a la hora de administrar recursos.
•  SCR: Como pro presenta la imposibilidad de cambiar de compañía en una solicitud de slot (es decir que ante una programación de AR B735  no puede cambiarse por AU MD80 sin pagar multa o penalización, incluso podría exigirse no dar factibilidad)
• Que los criterios aceptados de codificación de campos (compatibles con tams) son adecuados. Es deseable y también necesario que los códigos sean IATA de modo que los usuarios mayoritarios serán aerolíneas y los horarios a modo de evitar conflicto sean expresados en UTC.
• Las fechas deberán como la mayoría de los datos posibles deberán introducirse como en el e-rod a modo de minimizar errores humanos en el tipeo, input data solo con tildes o menús  desplegables o de validación. La fecha de inicio en el período no debe ser introducida con el año ya que eso esta implícito en la estación en la que se esta solicitando slot. Si cargar temporada S08 o W09.
• Que las condiciones de acceso y consulta deberán ser adecuadas de modo de que al llenar la solicitud,  la recepción de la misma sea vinculante como una firma de contrato por lo cual acepta conocer las reglamentaciones vigente y las particularidades del aeropuerto al momento de solicitar y que las mismas pueden variar con o sin previo aviso. Donde el aeropuerto se compromete a prestar los servicios de la mejor manera posible en las condiciones en que se encuentre el aeropuerto.
• Solicitud de Av. Gral. diferenciada de las de comerciales regulares (o no?) dado que operan eventualmente  a los cuales les aplicara distinto el régimen de sanción por incumplimiento (principalmente económico?), también contaran con un proceso de asignación menos burocrático y con la posibilidad de chequear que horarios son los menos conflictivos a la hora de solicitar slot mediante gráficos de saturación por horario pero anónimos en cuanto a quien ocupa dichos horarios.
• Imposibilidad de avanzar en la confección de la planilla si hay error de ingreso de datos o fechas erróneas o incongruentes.
• Generación de registro de envío de solicitud en formato PDF para tener asiento personal, así como número de referencia de solicitud para consultar estatus del mismo en la cadena de aprobación, lo cual da trazabilidad y transparencia.
• Cancelaciones de vuelos de Av. gral. deberán tener un periodo de “baja” distinto del de los comerciales regulares y no regulares puesto que podrá ser solicitado durante el transcurso de la estacional y utilizado sin demasiada antelación tal cual ocurre con los boletos aéreos cualquier modificación o cambio deberá ser anunciado en fechas anteriores al vuelo para no ser pasible de sanción económica.
• En el caso de cancelaciones de vuelos comerciales regulares y o regulares serán informado en el cronograma la fecha de modificación fuera de la cual quedarán pasibles de sanciones aquellos que incumplan los slots asignados

• Que las condiciones de consulta deberán ser adecuadas atendidas en la página de modo de no excluir a quienes no tengan usuario asignado para poder verificar estado de saturación/ factor de ocupación, anónimo (a modo de proteger la leal competencia entre aerolíneas) antes de solicitar turno de Av. Gral. en horarios disponibles o bien interiorizarse de la política de asignación de slots para nuestro territorio así como el régimen de calificación etc.
• Tener en cuenta a los vuelos sanitario y en misión sanitaria y su diferenciación. Además de vuelos oficiales y militares.
•  Que el acceso en consulta de desempeño y los criterios con los cuales se han aplicado sanciones  se considera correcto no solo para brindar transparencia sino para sentar registro y trazabilidad. Pero dicho estatus debería ser mantenido entre el coordinador y el solicitante y no público (opiniones?)

Analizador de Factibilidad:

Se considera que aquellos recursos publicados o denunciados estarán acordes a la infraestructura aeroportuaria (pits, mangas, distancias declaradas, PCN pistas rodaje y plataforma, cantidad de pistas y rodajes, horarios de operación, radioayudas disponibles) mas no a recursos que dependan de terceros  los cuales quedarán supeditados al conocimiento del usuario de la disponibilidad de los mismos al momento de la programación. El aeropuerto se dispone a brindar el mejor servicio posible llegado el momento de la operación.

Se analizaron diversas problemáticas cotidianas e hipótesis y particularidades a contemplar. Entre ellas

Deberemos comentar el análisis, críticas y preocupaciones expuestas con Cervetto, Igarzabal, Catalano, Cechet y Alba y el avance logrado en la confección de requerimientos en la planilla y del carácter del portal cuyo corte coincidimos será de corte operativo. Allí definiremos un poco mas sobre las actividades futuras y que aporte podremos brindar desde operaciones. La idea inicialmente es juntarse el viernes 11 de Julio próximo; quienes no puedan asistir podrán ver en la pagina slotar el borrador de pagina Web conteniendo los tópicos expuestos. Por favor coordinar con sus superiores para que no haya inconvenientes con aquellos que realicen horarios rotativos.

Slot Coordination Switzerland does provide on this site some basic information and examples for customers which are new in the airport coordination business, not familiar how to deal with fully coordinated airports, or have to send an SCR only once in a while. For full and detailed information we kindly ask you to carefully study chapter 6 of the IATA SSIM (Standard Schedules Information Manual). Chapter 6 describes the procedures for using a variety of airport clearance messages (SCR, SIR, SAQ, WIR etc.). These are defined standard telegraph message formats used to obtain clearance for, or provide information of, arrival and departure times at coordinated airports. The chapter includes the principles for information exchange, technical specification, and examples. Please visit IATA’s website to learn more about this manual, and how to order it.

The following information does focus on the airline’s view and on the basic SCR (Slot Clearance Request/ Reply) message since this is the main communication for slot allocation between airlines and coordinators. 

main principles and rules (extract from SSIM chapter 6.2)

	Airport slots shall be requested at least 3 working days in advance.
	All dates, days and times are in UTC.
	Coordinators will respond to slot allocation requests within a period of 3 business days. Clearance offers from coordinators to the airlines are valid for 3 business days only.
	(…) Where apron occupancy and/or terminal capacity are coordinated, the aircraft type code must be specified and transit/turnaround format shall be used (-> applicable for ZRH and GVA!).
	For a given flight designator and date at a specific station, there can only be one scheduled arrival and/or one scheduled departure time cleared.
	When a coordinator requires fillings as turnarounds or when airlines elect to file flights as turnarounds (i.e. arrival and departure in a single data record), any modifications pertaining to either the arrival or departure require all unchanged elements to be repeated in order to maintain the turnaround link. (…) If flights are originally filed using an over-midnight indicator, any subsequent change should again be filed using the turnaround format.
	For E-mail communication the SSIM chapter 6 formatted message should be plain text placed directly in the E-mail body. No attachments or special characters should be used.

IATA schedules seasons:
The season code is a combination of either summer or winter season and the year:
S=summer season, W=winter season, the year shows the last 2 digits (04=2004)

The IATA schedule summer season lasts from each last Sunday in March until each last Saturday in October, the winter season from each last Sunday in October until each last Saturday in March. The calendar year is only
fully reflected for each summer season, where as for each winter season the year indicated reflects only the calendar year in which the season started (e.g. W03 did last from October 26, 2003 until March 27, 2004).

Important: On January 1 the winter season does not change from e.g. W05 to W06!

Hablado en reiteradas oportunidades, la idea fue analizar como incide la solicitud de Slot (formulario) desde el punto de vista personal en los aspectos circunscriptos a las tareas en que se ve involucrado cada uno y como puede afectar nuestras tareas así como también haciendo uso de nuestro criterio en caso de ser usuarios del sistema, para vislumbrar flaquezas o problemáticas del mismo, y arrojó las siguientes conclusiones:

• Que los datos propuestos en las planillas posteadas poseen información necesaria y suficiente para el normal desarrollo de nuestra actividad , pero resta contrastarla con las recomendadas internacionalemnte.
• Que los criterios aceptados de codificación de campos (compatibles con tams) son adecuados.
• Que de ser usado tams para el desarrollo del sistema como parte integral del mismo deberá ser actualizado y acondicionado a tales fines teniendo una fluída comunicación/participación de los usuarios finales capacitadotes en su uso, lo que deberá ser tema de futuras reuniones con el área de desarrollo y los usuarios.
• Que las condiciones de acceso y consulta deberán ser adecuadas de modo de que al llenar la solicitud, el orden de recepción no sea exclusivamente un primer criterio de asignación, ni se dé respuesta automáticamente al solicitante de aceptación (aprobación) hasta y tanto no sea evaluado todo el conjunto de solicitudes, contemplando los desempeños de los solicitantes en primer medida.
• Que el acceso en consulta de desempeño y los criterios con los cuales se han aplicado sanciones se considera correcto no solo para brindar transparencia sino para sentar registro y trazabilidad. Pero dicho estatus debería ser mantenido entre el coordinador y el solicitante y no público (opiniones diferentes respecto a este punto?)

Puesto que, la fecha de término de esta primera etapa rondaría el día 6 de junio, para la presentación preliminar de:

1- Portal: de acceso público para usuarios (informativo/ Reglamentaciones de uso)

2- Formularios On line: (administrador de solicitudes )

3- Analizador de Factibilidad ( empezando por un recurso)

Se analizaron diversas problemáticas cotidianas e hipótesis y particularidades a contemplar. Entre ellas

• Castigos por incumplimiento: deberían ser punibles tanto globalmente, individualmente, es decir castigar el incumplimiento de un slot en particular así como a la compañía en general no solo con multa puesto que si puede pagar no le importará…pero genera al aeropuerto un ”lucro cesante” por no aprovechar el slot en una aeronave operando, eso deberá redundar en la calificación negativa de la compañía. Dar posibilidad de descargo a las mismas de razón de incumplimiento siendo la aerolínea culpable y pasible de sanción hasta que pueda probar lo contrario (razones de meteorología, retraso en la adjudicación de slot imputable a otra compañía, etc.).
• Cancelaciones deberá haber una “lista de espera” o de potenciales interesados para poder asignar una posibilidad de mejora en caso de que se caiga un slot durante o en vísperas del inicio de una estacional pudiendo ofrecer a una compañía que quedó relegada en el pedido de dicho slot en particular la posibilidad de mejora.
• Dimensionado de recursos: este aspecto debe quedar en claro que no deberá dimensionarse al 100% de la capacidad puesto que dejaría al aeropuerto expuesto ante eventuales contingencias por mantenimiento y/o operaciones irregulares y primordialmente en caso de resultar ser una alternativa de otro aeropuerto. La idea es concensuar un margen de operación para el aeropuerto que iría de un 80% a 90% de la capacidad máxima del mismo a establecer. Sería recomendable además que todos los aeropuertos estén caracterizados de igual forma de manera tal que al proyectar un slot en el aeropuerto A vea que cumple también con la disponibilidad de instalaciones en el aeropuerto B. Es deseable también que entre los servicios que se brindan en el aeropuerto y que caracteriza la capacidad del mismo se contemple la capacidad operativa, es decir no solo mangas, salas de embarque etc. sino disponibilidad de tractores, escaleras etc. Esto trae aparejado que en caso de descomponerse algún elemento de facilitación que afecte un slot (una manga o un tractor etc.) quede reflejado en la capacidad operativa del aeropuerto también de modo de poder resarcir al operador.
• Mantenimiento Preventivo y Predictivo: exceptuando las tareas de urgencias, aquellas devenidas de reparaciones imprevistas que serán cubiertas con los notams correspondientes y los recursos surgidos de la capacidad remanente, cabe decir que la implementación de este sistema nos obligará a una programación anual de tareas de mantenimiento prev/pred. Con la consecuente participación del área de mantenimiento, lo modifica necesariamente los recursos disponibles en determinada parte del año y modifica nuestra capacidad de asignar slots de operación o bien nos obliga a correr los mismos.
• Tarifario: puesto que los slots de preferencia ocuparán una determinada banda horaria y dado que se dará prioridad en la asignación de slots a aquellas que fomenten nuevas rutas, así mismo debería premiarse a aquellos que utilicen horarios no habituales. Consecuentemente aquellos horarios picos deberían ser considerados de un valor mayor en caso de ser comercializados. La idea así es lograr una distribución mas uniforme de los slots a lo largo del día.

Espero nuevos comentarios sobre estos u otros temas. Por lo pronto deberíamos definir que información escencial debería contener el portal por lo que les sugiero que analicen los otros portales de referencia en los links y discutamos el caracter que queremos dar al nuestro.

Scheduling Conference Frequently Asked Questions

When and how often are Schedules Conferences held? 

Schedules Conferences are held twice yearly. The conference dealing with Northern Winter schedules is held in June and the conference held in November deals with the Northern Summer schedules for the following year. All relevant dates for summer and winter schedule coordination activities can be found in Appendix 2 of the IATA Worldwide Scheduling Guidelines. 

Who can attend Schedules Conferences? 

Any airline which is licensed to operate air services or which has applied for a license to operate air services; coordinators from slot coordinated airports (Level 3 airports) provided they have been approved by their government and schedules facilitators from schedules facilitated airports (Level 2 airports) provided they have been appointed by the appropriate authority. 

Can Non-Airline personnel attend Schedules Conferences? 

Conference policy only permits airlines, coordinators and schedules facilitators to attend schedules conferences. However, in the case of government officials, airport operators or their representatives or any other non-airline representatives, exceptions for the purpose of familiarization and normally for one conference only, may be granted by IATA. Non-airline personnel wishing to be invited to a Schedules Conference should send their request to IATA Management at sked@iata.org at least 30 days in advance of the Conference they wish to attend. 

Why does IATA charge a delegate fee for attendance at Conferences? 

The old business model, which was based on bartering with hotels, commissions, exhibitions, guaranteed room blocks and the assumption that a high percentage of delegates would stay at the designated conference hotel, proved to be obsolete. 

In order to minimize IATA’s exposure on guaranteed rooms, lessen its dependency on bartering for services and to provide a margin for the development of future services (such as the new Appointments Calendar) Conference attendance fees, applicable to all delegates, were introduced in 2005. 

I am interested in becoming a member of the Scheduling Policy Working Group (SPWG). What must I do to be considered for membership? 

Only IATA Member airlines are eligible for participation in SPWG. Members of the SPWG are appointed by the Director-General of IATA. Individuals interested in becoming members of the SPWG should send a Curriculum Vitae together with a letter of support from the CEO of his/her organization to the IATA Director Passenger, IATA Centre, Route de l’Aéroport 33, P.O.B. 416, CH-1215 Geneva 15 Airport, Switzerland. 

I am interested in becoming a member of the Joint Scheduling Advisory Group (JSAG). What must I do to be considered for membership? 

The Joint Scheduling Advisory Group is an IATA forum comprised of seven airline members and seven coordinators. The coordinator members of JSAG are elected by the coordinator community from the Worldwide Airport Coordinators Group (WWACG). The seven IATA airline members are appointed by the IATA Director-General from the membership of the Scheduling Policy Working Group (SPWG).

When do the summer and winter scheduling periods begin? 

The northern summer scheduling season begins on the date of Daylight Saving Time (DST) introduction in European Union countries, which currently always takes place on the last Sunday in March. The northern winter scheduling season commences on the last Sunday in October. 

Where can I find information on UTC (Universal Time Coordinated) Standard and Daylight Saving Time variations from local time? 

Appendix F of the IATA Standard Schedules Information Manual (SSIM) provides UTC Standard and Daylight Saving Time-Local Time variations for each country where regular scheduled services operate. 

Where can I find a list of Schedules Facilitated (Level 2) and Coordinated (Level 3) airports? 

Annex 3 of the Worldwide Scheduling Guidelines contains a complete list of schedules facilitated (Level 2) and coordinated (Level 3) airports along with the TTY and e-mail contacts for the schedules facilitators/coordinators responsible for each airport. 

Who do I contact, if I wish to commence operations to a Non-Coordinated airport (Level 1)? 

Airlines with traffic rights permitting them to operate to a Level 1 airport should notify their appointed handling agent and the relevant airport managing body, or the data collecting agent if one has been appointed, of their planned schedule. 

Who do I contact, if I wish to operate to a Schedules Facilitated airport (Level 2)? 

Airlines operating to, or intending to operate to, a Schedules Facilitated (Level 2) airport must submit their proposed schedules to the Schedules Facilitator of the airport concerned. Submissions must be made using a Schedule Movement Advice (SMA) message. For complete details on SMA message format please refer to Chapter 6 of the Standard Schedules Information Manual (SSIM). Addresses to which SMAs should be sent are shown in Annex 3 of the IATA Worldwide Scheduling Guidelines (WSG). 

Who do I contact, if I wish to operate to a Coordinated airport (Level 3)? 

Airlines operating to, or intending to operate to, a Coordinated (Level 3) airport must submit their proposed schedules to the Coordinator of the airport concerned. Submissions must be made using a Schedule Clearance Request (SCR) message. For complete details on SCR message format please refer to Chapter 6 of the Standard Schedules Information Manual (SSIM). Addresses to which SCRs should be sent are shown in Annex 3 of the IATA Worldwide Scheduling Guidelines (WSG). 

When can I expect to receive confirmation of the historic slots held by my airline at various airports? 

The Slot Historical and Non-Historical Allocation Lists (SHLs) must be distributed for each airport, as soon as the historics have been determined by the coordinator, but not later than: 

the third Monday in April for what is on record as historical slots, as actually operated in the preceding Northern Winter scheduling period; the third Monday in September for what is on record as historical slots, as actually operated in the current Northern Summer scheduling period up to that time. It must be noted that information given to airlines prior to the end of the Summer scheduling period must be regarded as provisional until the season is completed. 

Prior to the Winter and Summer Schedules Conferences, when must I submit my Slot Clearance Requests (SCRs)? 

Airlines must submit their Slot Clearance Requests (SCRs) to the appropriate Coordinators and their Schedule Movement Advices (SMAs) to the appropriate Schedules Facilitators by 23:59 UTC on the 30^th day prior to the start of the Schedules Conference.

Having submitted my SCRs to the appropriate coordinator, when can I expect to receive information on the status of my requested slots? 

Coordinators must inform relevant airline delegations of the status of all their requested slots as soon as possible but not later than 23:59 UTC on the 9^th day prior to the start of each Schedules Conference using the Slot Preliminary Allocation List (SAL) message. 

If an airline becomes aware that for whatever reason it may not be able to use an allocated slot or series of slots, what must it do? 

The airline must immediately advise the coordinator and return any slots it knows it will not use. In particular these slots must be returned no later than 31 January for the next Northern Summer scheduling period and no later than 31 August for the next Northern Winter scheduling period. 

What is meant by a series of slots? 

A series of slots is defined as at least five slots having been requested by an airline at an airport for the same time on the same day of the week regularly in the same scheduling period and allocated in the same way, or if that is not possible, allocated at approximately the same time. The expression ‘same time’ in this context means within the same coordination parameters. 

What is the difference between the terms ‘use-it-or-lose-it’ and the ’80-20 rule’? 

Both terms are intertwined and refer to a requirement for airlines to operate at least 80% of their allocated slots to their coordinated timings or face the possible loss of historical precedence for those particular slots in the next equivalent scheduling season. Conversely, if an airline fails to operate no more than 20% of their allocated slots to their coordinated timings, the airline will retain historical precedence for its slots in the next equivalent season. 

When is an airline considered to be a ‘new entrant’ at an airport? 

A ‘new entrant’ is defined as an airline requesting a series of slots at an airport on any day, where if the airline’s request was accepted, it would hold fewer than five slots at that airport on that day. 

Is a Coordinator obliged to provide data from its database to any airline requesting such information?

In the interests of fairness and transparency, coordinators must make available, upon request, the following information for review by all interested parties: (a) Historical slots by airline and chronologically for all airlines. (b) Requested slots (initial submissions) by airline and chronologically for all airlines. (c) All allocated slots, and outstanding slot requests, by airline and chronologically for all airlines. d) Remaining slots available. (e) Comparisons between (a) and (c) above by time interval coordinated and by airline. (f) Full details of the constraints being used in coordination.

regular slot monitoring
We compare on a weekly and monthly basis the most recent slot information held with the actual operated time of an airline/operator as published in the airport information systems. We also take into consideration observations received from airport authorities, ATC and handling agents. The results will be reported to the Coordination Committee. We will approach an airline/operator if:

	flights have been operated without having cleared airport slots (GOSHOW)
	flights have not been operated without having cancelled airport slots (NOSHOW)
	flights have been repeatedly operated off-cleared slots (OFFSLOT)

seasonal slot performance monitoring
After season end (or for summer season shortly before season end), the seasonal slot performance monitoring includes all the results of the “regular slot monitoring” and will influence the eligibility, determination and granting of the historical precedence for an airline. Off-slot operations with significant and/or repetitive deviations might not be eligible for any historical precedence.
