<p>Todavia no esta definido el procedimiento para realizar esta operacion. Por ahora la idea que mas se acepta es la de llenar el formulario directamente en la pagina, imprimirla, firmarla y presentarla ante quien corresponda.  Lo importante es poder confirmar la verdadera identidad del usuario a crear y la empresa a la que pertenece para mantener la privacidad de los slots solicitados//autorizados//rechazados.</p>

<p class="MsoNormal" style="margin:0;"><span style="font-size:10pt;font-family:Arial;">Hablado en reiteradas oportunidades, la idea fue analizar como incide la solicitud de Slot (formulario) desde el punto de vista del personal en los aspectos vinculados a la información necesaria para el desarrollo de las tareas así como también hacer uso de nuestro criterio en caso de ser usuarios del sistema para vislumbrar flaquezas o problemáticas del mismo, arrojó las siguientes conclusiones.</span></p>
<p class="MsoNormal" style="margin:0;"><span style="font-size:10pt;font-family:Arial;"> </span></p>
<p class="MsoNormal" style="margin:0;"><span style="font-size:10pt;font-family:Arial;">Solicitud:</span></p>
<p class="MsoNormal" style="margin:0;"><span style="font-size:10pt;font-family:Arial;"> </span></p>
<ul style="margin-top:0;" type="disc">
<li class="MsoNormal"><span style="font-size:10pt;font-family:Arial;">Que los datos propuestos en las planillas posteadas poseen información necesaria y suficiente para el normal desarrollo de <strong>nuestra</strong> actividad.</span></li>
<li class="MsoNormal"><span style="font-size:10pt;font-family:Arial;">Respecto de las SCR no posee campo de compañía operadora en caso de alquiler de equipo, ni es especifica en el tipo de operación (pax, combi, freigther, ferry) esencial a la hora de administrar recursos.</span></li>
<li class="MsoNormal"><span style="font-size:10pt;font-family:Arial;"><span> </span>SCR: Como <strong>pro</strong> presenta la imposibilidad de cambiar de compañía en una solicitud de slot (es decir que ante una programación de AR B735<span>  </span>no puede cambiarse por AU MD80 sin pagar multa o penalización, incluso podría exigirse no dar factibilidad)</span></li>
<li class="MsoNormal"><span style="font-size:10pt;font-family:Arial;">Que los criterios aceptados de codificación de campos (compatibles con tams) son adecuados. Es deseable y también <strong>necesario</strong> que los códigos sean IATA de modo que los usuarios mayoritarios serán aerolíneas y los horarios a modo de evitar conflicto sean expresados en UTC. </span></li>
<li class="MsoNormal"><span style="font-size:10pt;font-family:Arial;">Las fechas deberán como la mayoría de los datos posibles deberán introducirse como en el e-rod a modo de minimizar errores humanos en el tipeo, input data solo con tildes o menús<span>  </span>desplegables o de validación. La fecha de inicio en el período no debe ser introducida con el año ya que eso esta implícito en la estación en la que se esta solicitando slot. Si cargar temporada S08 o W09.</span></li>
<li class="MsoNormal"><span style="font-size:10pt;font-family:Arial;">Que las condiciones de acceso y consulta deberán ser adecuadas de modo de que al llenar la solicitud,  la recepción de la misma sea vinculante como una firma de contrato por lo cual acepta conocer las reglamentaciones vigente y las particularidades del aeropuerto al momento de solicitar y que las mismas pueden variar con o sin previo aviso. Donde el aeropuerto se compromete a prestar los servicios de la mejor manera posible en las condiciones en que se encuentre el aeropuerto.</span></li>
<li class="MsoNormal"><span style="font-size:10pt;font-family:Arial;">Solicitud de Av. Gral. diferenciada de las de comerciales regulares (o no?) dado que operan eventualmente<span>  </span>a los cuales les aplicara distinto el régimen de sanción por incumplimiento (principalmente económico?), también contaran con un proceso de asignación menos burocrático y con la posibilidad de chequear que horarios son los menos conflictivos a la hora de solicitar slot mediante gráficos de saturación por horario pero anónimos en cuanto a quien ocupa dichos horarios.</span></li>
<li class="MsoNormal"><span style="font-size:10pt;font-family:Arial;">Imposibilidad de avanzar en la confección de la planilla si hay error de ingreso de datos o fechas erróneas o incongruentes.</span></li>
<li class="MsoNormal"><span style="font-size:10pt;font-family:Arial;">Generación de registro de envío de solicitud en formato PDF para tener asiento personal, así como número de referencia de solicitud para consultar estatus del mismo en la cadena de aprobación, lo cual da trazabilidad y transparencia.</span></li>
<li class="MsoNormal"><strong><span style="font-size:10pt;font-family:Arial;">Cancelaciones</span></strong><span style="font-size:10pt;font-family:Arial;"> de vuelos de Av. gral. deberán tener un periodo de “baja” distinto del de los comerciales regulares y no regulares puesto que podrá ser solicitado durante el transcurso de la estacional y utilizado sin demasiada antelación tal cual ocurre con los boletos aéreos cualquier modificación o cambio deberá ser anunciado en fechas anteriores al vuelo para no ser pasible de sanción económica.</span><span style="font-size:small;"><span style="font-family:Times New Roman;"> <span style="font-size:10pt;font-family:Arial;"></span></span></span></li>
<li class="MsoNormal"><strong><span style="font-size:10pt;font-family:Arial;">En el caso de cancelaciones de vuelos comerciales regulares y o regulares serán informado en el cronograma la fecha de modificación fuera de la cual quedarán pasibles de sanciones aquellos que incumplan los slots asignados</span></strong><span style="font-size:10pt;font-family:Arial;"></span></li>

<li class="MsoNormal"><span style="font-size:10pt;font-family:Arial;">Que las condiciones de <strong>consulta deberán ser adecuadas atendidas en la página de modo de no excluir a quienes no tengan usuario asignado</strong> para poder verificar estado de saturación/ factor de ocupación, anónimo (a modo de proteger la leal competencia entre aerolíneas) antes de solicitar turno de Av. Gral. en horarios disponibles o bien interiorizarse de la política de asignación de slots para nuestro territorio así como el régimen de calificación etc.</span></li>
<li class="MsoNormal"><span style="font-size:10pt;font-family:Arial;">Tener en cuenta a los vuelos sanitario y en misión sanitaria y su diferenciación. Además de vuelos oficiales y militares. </span></li>
<li class="MsoNormal"><span style="font-size:10pt;font-family:Arial;"><span> </span>Que el acceso en consulta de desempeño y los criterios con los cuales se han aplicado sanciones  se considera correcto no solo para brindar transparencia sino para sentar registro y trazabilidad. Pero dicho estatus debería ser mantenido entre el coordinador y el solicitante y no público (opiniones?)</span><span style="font-size:small;"><span style="font-family:Times New Roman;"> <span style="font-size:10pt;font-family:Arial;"></span></span></span></li>

El aeropuerto se dispone a brindar el mejor servicio posible llegado el momento de la operación.</span></p>

<p class="MsoNormal" style="margin:0;"><span style="font-size:10pt;font-family:Arial;">Deberemos comentar el análisis, críticas y preocupaciones expuestas con Cervetto, Igarzabal, Catalano, Cechet y Alba y el avance logrado en la confección de requerimientos en la planilla y del carácter del portal cuyo corte coincidimos será de corte operativo. Allí definiremos un poco mas sobre las actividades futuras y que aporte podremos brindar desde operaciones. La idea inicialmente es juntarse el viernes 11 de Julio próximo; quienes no puedan asistir podrán ver en la pagina slotar el borrador de pagina Web conteniendo los tópicos expuestos. Por favor coordinar con sus superiores para que no haya inconvenientes con aquellos que realicen horarios rotativos.</span></p>

Dar <strong><span style="font-weight:bold;"><span><span>posibilidad</span> <span>de</span> <span>descargo </span></span></span></strong><span>a <span>las</span> <span>mismas</span> <span>de</span> razón <span>de</span> <span>incumplimiento</span> <span>siendo</span> la aerolínea culpab<span>le</span> y <span>pasible</span> <span>de</span> sanción <span>hasta</span> <span>que</span> <span>pueda</span> <span>probar</span> lo <span>contrario</span> (<span>razones</span> <span>de</span> meteorología, <span>retraso</span> en la adjudicación <span>de</span> slot imputab<span>le</span> a <span>otra</span> compañía, etc.).</span></span></span></li>
<li class="MsoNormal"><strong><span style="font-size:x-small;font-family:Arial;"><span style="font-weight:bold;font-size:10pt;font-family:Arial;"><span><span>Cancelaciones </span></span></span></span></strong><span style="font-size:x-small;font-family:Arial;"><span style="font-size:10pt;font-family:Arial;"><span>deberá <span>haber</span> <span>una</span> “<span>lista</span> <span>de</span> <span>espera</span>” o <span>de potenciales</span> <span>interesados</span> para <span>poder</span> <span>asignar</span> <span>una</span> <span>posibilidad</span> <span>de</span> <span>mejora</span> en <span>caso</span> <span>de</span> <span>que</span> <span>se</span> <span>caiga</span> <span>un</span> slot <span>durante</span> o en vísperas <span>del</span> <span>inicio</span> <span>de</span> <span>una</span> <span>estacional</span> <span>pudiendo</span> <span>ofrecer</span> a <span>una</span> compañía <span>que</span> quedó <span>relegada</span> en <span>el</span> <span>pedido</span> <span>de</span> <span>dicho</span> slot en particular la <span>posibilidad</span> <span>de</span> <span>mejora</span>.</span></span></span></li>
<li class="MsoNormal"><strong><span style="font-size:x-small;font-family:Arial;"><span style="font-weight:bold;font-size:10pt;font-family:Arial;"><span><span>Dimensionado</span> <span>de</span> <span>recursos</span>: </span></span></span></strong><span style="font-size:x-small;font-family:Arial;"><span style="font-size:10pt;font-family:Arial;"><span><span>este</span> <span>aspecto</span> <span>debe</span> <span>quedar</span> en <span>claro</span> <span>que</span> no deberá <span>dimensionarse</span> <span>al</span> 100% <span>de</span> la <span>capacidad</span> <span>puesto</span> <span>que</span> dejaría <span>al</span> <span>aeropuerto</span> <span>expuesto</span> ante <span>eventuales</span> <span>contingencias</span> <span>por</span> <span>mantenimiento</span> y/o <span>operaciones</span> <span>irregulares</span> y primordialmente  en <span>caso</span> <span>de</span> <span>resultar</span> <span>ser</span> <span>una</span> <span>alternativa</span> <span>de</span> <span>otro</span> <span>aeropuerto</span>. La idea es <span>concensuar</span> <span>un</span> <span>margen</span> <span>de</span> operación para <span>el</span> <span>aeropuerto</span> <span>que</span> iría <span>de</span> <span>un</span> 80% a 90% <span>de</span> la <span>capacidad</span> máxima <span>del</span> <span>mismo</span> a <span>establecer</span>. Sería <span>recomendable</span> además <span>que</span> <span>todos</span> <span>los</span> <span>aeropuertos</span> estén <span>caracterizados</span> <span>de</span> <span>igual</span> <span>forma</span> <span>de</span> <span>manera</span> <span>tal</span> <span>que</span> <span>al</span> <span>proyectar</span> <span>un</span> slot en <span>el</span> <span>aeropuerto</span> A <span>vea</span> <span>que</span> <span>cumple</span> también con la <span>disponibilidad</span> <span>de</span> <span>instalaciones</span> en <span>el</span> <span>aeropuerto</span> B. Es <span>deseable</span> también <span>que</span> <span>entre</span> <span>los</span> <span>servicios</span> <span>que</span> <span>se</span> <span>brindan</span> en <span>el</span> <span>aeropuerto</span> y <span>que</span> <span>caracteriza</span> la <span>capacidad</span> <span>del</span> <span>mismo</span> <span>se</span> <span>contemple</span> la <span>capacidad</span> <span>operativa</span>, es <span>decir</span> no solo <span>mangas</span>, <span>salas</span> <span>de</span> <span>embarque</span> etc. <span>sino</span> <span>disponibilidad</span> <span>de</span> <span>tractores</span>,  <span>escaleras</span> etc.  <span>Esto</span> <span>trae</span> <span>aparejado</span> <span>que</span> en <span>caso</span> <span>de</span> <span>descomponerse</span> algún <span>elemento</span> <span>de</span> facilitación <span>que</span> <span>afecte</span> <span>un</span> slot (<span>una</span> <span>manga</span> o <span>un</span> tractor etc.) <span>quede</span> <span>reflejado</span> en la <span>capacidad</span> <span>operativa</span> <span>del</span> <span>aeropuerto</span> también <span>de</span> <span>modo</span> <span>de</span> <span>poder</span> <span>resarcir</span> <span>al</span> <span>operador</span>.</span><strong></strong></span></span></li>
<li class="MsoNormal"><strong><span style="font-size:x-small;font-family:Arial;"><span style="font-weight:bold;font-size:10pt;font-family:Arial;"><span><span>Mantenimiento</span> <span>Preventivo</span> y <span>Predictivo</span>: </span></span></span></strong><span style="font-size:x-small;font-family:Arial;"><span style="font-size:10pt;font-family:Arial;"><span><span>exceptuando</span> <span>las</span> <span>tareas</span> <span>de</span> <span>urgencias</span>, <span>aquellas</span> <span>devenidas</span> <span>de</span> <span>reparaciones</span> <span>imprevistas</span> <span>que</span> serán <span>cubiertas</span> con <span>los</span> <span>notams</span> <span>correspondientes</span> y <span>los</span> <span>recursos</span> <span>surgidos</span> <span>de</span> la <span>capacidad</span> <span>remanente</span>, <span>cabe</span> <span>decir</span> <span>que</span> la implementación <span>de</span> <span>este</span> <span>sistema</span> nos obligará a <span>una</span> programación <span>anual</span> <span>de</span> <span>tareas</span> <span>de</span> <span>mantenimiento</span> prev/<span>pred</span>. La idea así es <span>lograr</span> <span>una</span> distribución mas <span>uniforme</span> <span>de</span> <span>los</span> slots a lo largo <span>del</span> día.</span><strong></strong></span></span></li>

<p>Schedules Conferences are held twice yearly. The conference dealing with Northern Winter schedules is held in June and the conference held in November deals with the Northern Summer schedules for the following year. <p><strong>Who can attend Schedules Conferences?</strong> </p>
<p> </p>
<p> </p>
<p>Any airline which is licensed to operate air services or which has applied for a license to operate air services; coordinators from slot coordinated airports (Level 3 airports) provided they have been approved by their government and schedules facilitators from schedules facilitated airports (Level 2 airports) provided they have been appointed by the appropriate authority. </p>

<p><strong>Can Non-Airline personnel attend Schedules Conferences?</strong> </p>
<p> </p>
<p> </p>
<p>Conference policy only permits airlines, coordinators and schedules facilitators to attend schedules conferences. However, in the case of government officials, airport operators or their representatives or any other non-airline representatives, exceptions for the purpose of familiarization and normally for one conference only, may be granted by IATA. Non-airline personnel wishing to be invited to a Schedules Conference should send their request to IATA Management at <a href="mailto:sked@iata.org">sked@iata.org</a> at least 30 days in advance of the Conference they wish to attend. </p>

<p><strong>Why does IATA charge a delegate fee for attendance at Conferences?</strong> </p>
<p> </p>
<p>The old business model, which was based on bartering with hotels, commissions, exhibitions, guaranteed room blocks and the assumption that a high percentage of delegates would stay at the designated conference hotel, proved to be obsolete. </p>
<p>In order to minimize IATA&#8217;s exposure on guaranteed rooms, lessen its dependency on bartering for services and to provide a margin for the development of future services (such as the new Appointments Calendar) Conference attendance fees, <span style="text-decoration:underline;">applicable to all delegates</span>, were introduced in 2005. </p>
<p> </p>
<p><strong>I am interested in becoming a member of the Scheduling Policy Working Group (SPWG). What must I do to be considered for membership?</strong> </p>
<p> </p>
<p>Only IATA Member airlines are eligible for participation in SPWG. Members of the SPWG are appointed by the Director-General of IATA. Individuals interested in becoming members of the SPWG should send a Curriculum Vitae together with a letter of support from the CEO of his/her organization to the IATA Director Passenger, IATA Centre, Route de l&#8217;Aéroport 33, P.O.B. 416, CH-1215 Geneva 15 Airport, Switzerland. </p>

<p>The Joint Scheduling Advisory Group is an IATA forum comprised of seven airline members and seven coordinators. The coordinator members of JSAG are elected by the coordinator community from the Worldwide Airport Coordinators Group (WWACG). The seven IATA airline members are appointed by the IATA Director-General from the membership of the Scheduling Policy Working Group (SPWG). </p>

<p>The northern summer scheduling season begins on the date of Daylight Saving Time (DST) introduction in European Union countries, which currently always takes place on the last Sunday in March. The northern winter scheduling season commences on the last Sunday in October. </p>

<p><strong>Where can I find information on UTC (Universal Time Coordinated) Standard and Daylight Saving Time variations from local time?</strong> </p>
<p> </p>
<p>Appendix F of the IATA Standard Schedules Information Manual (SSIM) provides UTC Standard and Daylight Saving Time-Local Time variations for each country where regular scheduled services operate. </p>
<p><strong>Where can I find a list of Schedules Facilitated (Level 2) and Coordinated (Level 3) airports?</strong> </p>
<p>Annex 3 of the Worldwide Scheduling Guidelines contains a complete list of schedules facilitated (Level 2) and coordinated (Level 3) airports along with the TTY and e-mail contacts for the schedules facilitators/coordinators responsible for each airport. </p>

<p><strong>Who do I contact, if I wish to commence operations to a Non-Coordinated airport (Level 1)?</strong> </p>

<p>Airlines with traffic rights permitting them to operate to a Level 1 airport should notify their appointed handling agent and the relevant airport managing body, or the data collecting agent if one has been appointed, of their planned schedule. </p>

<p><strong>When can I expect to receive confirmation of the historic slots held by my airline at various airports?</strong> </p>
<p> </p>
<p>The Slot Historical and Non-Historical Allocation Lists (SHLs) must be distributed for each airport, as soon as the historics have been determined by the coordinator, but not later than: </p>
<p>the third Monday in April for what is on record as historical slots, as actually operated in the preceding Northern Winter scheduling period; the third Monday in September for what is on record as historical slots, as actually operated in the current Northern Summer scheduling period up to that time. It must be noted that information given to airlines prior to the end of the Summer scheduling period must be regarded as provisional until the season is completed. </p>
<p> </p>
<p><strong>Prior to the Winter and Summer Schedules Conferences, when must I submit my Slot Clearance Requests (SCRs)?</strong> </p>
<p>Airlines must submit their Slot Clearance Requests (SCRs) to the appropriate Coordinators and their Schedule Movement Advices (SMAs) to the appropriate Schedules Facilitators by 23:59 UTC on the 30<sup>th</sup> day prior to the start of the Schedules Conference.</p>

<p>Having submitted my SCRs to the appropriate coordinator, when can I expect to receive information on the status of my requested slots? </p>
<p> </p>
<p>Coordinators must inform relevant airline delegations of the status of all their requested slots as soon as possible but not later than 23:59 UTC on the 9<sup>th</sup> day prior to the start of each Schedules Conference using the Slot Preliminary Allocation List (SAL) message. </p>
<p> </p>
<p>If an airline becomes aware that for whatever reason it may not be able to use an allocated slot or series of slots, what must it do? </p>
<p> </p>
<p>The airline must immediately advise the coordinator and return any slots it knows it will not use. In particular these slots must be returned no later than 31 January for the next Northern Summer scheduling period and no later than 31 August for the next Northern Winter scheduling period. </p>
<p><strong>What is meant by a series of slots?</strong> </p>
<p> </p>
<p>A series of slots is defined as at least five slots having been requested by an airline at an airport for the same time on the same day of the week regularly in the same scheduling period and allocated in the same way, or if that is not possible, allocated at approximately the same time. The expression &#8216;same time&#8217; in this context means within the same coordination parameters. </p>
<p><strong>What is the difference between the terms &#8216;use-it-or-lose-it&#8217; and the &#8217;80-20 rule&#8217;?</strong> </p>
<p> </p>
<p>Both terms are intertwined and refer to a requirement for airlines to operate at least 80% of their allocated slots to their coordinated timings or face the possible loss of historical precedence for those particular slots in the next equivalent scheduling season. Conversely, if an airline fails to operate no more than 20% of their allocated slots to their coordinated timings, the airline will retain historical precedence for its slots in the next equivalent season. </p>

<p><strong>When is an airline considered to be a &#8216;new entrant&#8217; at an airport?</strong> </p>
<p> </p>
<p>A &#8216;new entrant&#8217; is defined as an airline requesting a series of slots at an airport on any day, where if the airline&#8217;s request was accepted, it would hold fewer than five slots at that airport on that day. </p>
<p><strong>Is a Coordinator obliged to provide data from its database to any airline requesting such information?</strong></p>
<p>In the interests of fairness and transparency, coordinators must make available, upon request, the following information for review by all interested parties: (a) Historical slots by airline and chronologically for all airlines. (b) Requested slots (initial submissions) by airline and chronologically for all airlines. (c) All allocated slots, and outstanding slot requests, by airline and chronologically for all airlines. d) Remaining slots available. (e) Comparisons between (a) and (c) above by time interval coordinated and by airline. (f) Full details of the constraints being used in coordination.</p>
